A. General Information

“18 CM Clinics” is a mobile application that aims to provide a platform for users to access the Chinese Medicine Clinics cum Training and Research Centres (CM Clinics) public digital services. Patients can manage related information such as checking appointments made, performing tasks such as managing episodic appointments for Government Subsidised Chinese Medicine Outpatient Services and access information of CM Clinics. Please visit CMK - 18 CM Clinics webpage for details.

If you have registered for services in any of the 18 Chinese Medicine Clinics cum Training and Research Centres before, you can use “18 CM Clinics” to make episodic appointment for subsidised Chinese Medicine services.

You can access information and the latest news of Chinese Medicine Clinics cum Training and Research Centres via “18 CM Clinics”. Access to HACMK Page is also available for you to obtain the latest information of CM Clinics and Chinese Medicine anywhere and anytime.

“18 CM Clinics” supports operating system version iOS 12.0 or above, or Android 6.0 or above, which includes most smartphone models with internet access.

“18 CM Clinics” emphasises not only on a simple flow but also its safety to protect patient data privacy. Patient data is secured with encryptions and the mobile app will neither read nor collect data from photo album and personal calendar of the user’s mobile device. Moreover, no personal information is downloaded to/stored in your mobile device.

B. Appointment Booking

You can make an appointment of Government Subsidised Chinese Medicine Outpatient Services after inputting your personal information on “Booking” page in “18 CM Clinics”. After appointment booking, you may also add the appointment details to the personal calendar of your mobile by clicking the calendar icon on “Appointment Details” page. No. “18 CM Clinics” allows patients with episodic diseases (e.g. influenza, cough) to reserve consultation timeslot of subsidised Chinese Medicine services available on that day and next working day.

To optimise the use of resources, “18 CM Clinics” would identify the earliest available consultation session for episodic diseases today or in the next working day and allocate consultation timeslot on a sequential basis. If you do not accept the offered timeslot, you may give up the offer and choose to search for available quota in other sessions that day or in the next working day, such as morning, afternoon. The system would allocate the earliest available timeslot in your selected session depending on quota availability.

“18 CM Clinics” is fitted out with the “Bookmark clinic” function for you to garner up to two clinics. The bookmarked clinic(s) as well as its / their quota status will be placed on the booking interface. You can make appointment according to your preference conveniently by skipping clinic search. To protect your personal data, the system will temporarily suspend the “Booking” and “Enquiry” functions if incorrect personal information is entered repeatedly. You may try using the functions again later.

Apart from using “18 CM Clinics” mobile app, you can also book your appointment by calling the Chinese Medicine Clinics cum Training and Research Centre you plan to visit within service hours.


C. My Appointment

You can search your future appointment details, including Government Subsidised Chinese Medicine Outpatient Services using identity card information and input your personal data and "Booked Clinic" on “Enquiry” page in “18 CM Clinics”. After appointment booking, you may also add the appointment details to the personal calendar of your mobile by clicking the calendar icon on “Appointment Details” page. No. Please call the concerned Chinese Medicine Clinics cum Training and Research Centre within service hours if you need to update your booked appointment.

You may cancel your appointment booked via "18 CM Clinics" on the “Appointment Details” page using identity card /reference number and input your personal data and "Booked Clinic" by using the "Enquiry" function, or call the Chinese Medicine Clinics cum Training and Research Centre concerned within service hours.

When you are enquiring the appointment details or cancelling an appointment, you will be required by the system to input information of “Booked Clinic” for further verification so as to ensure the proper use and safety of your personal data.


D. Government Subsidised Chinese Medicine Outpatient Services

The Government has announced in the 2018 Policy Address that Chinese Medicine would be incorporated into the healthcare system in Hong Kong and a development framework would be implemented with increased resources to develop CM services including government subsidised outpatient services provided by the 18 Chinese Medicine Clinics cum Training and Research Centres at district level. All eligible Hong Kong residents are target patients of the services.

• $120 per attendance for Eligible Persons • Fees will be waived for Comprehensive Social Security Assistance Recipients / Old Age Living Allowance Recipients (Aged 75 or above) • Health Care Voucher and discount are NOT applicable for Government Subsidised Chinese Medicine Service consultation fee but applicable for additional decoction fee • All Eligible Persons must provide valid original identity documents and notification documents of relevant social security for eligibility checking

Episodic Disease Patients • If you have registered for services in Chinese Medicine Clinics cum Training and Research Centres (CM Clinics) before, you can now start using “18 CM Clinics” for your appointment booking. • If you have never registered for services in CM Clinics, please call the clinic you plan to visit within service hours to register for use of “18 CM Clinics”. Follow-up Patients • After every consultation, the next follow-up appointment would be arranged by the clinic CMP based on your clinical needs. You do not need to make appointment via phone or mobile app.

The demand for subsidised Chinese Medicine services is keen. To safeguard patients’ opportunities in using Government Subsidised Chinese Medicine Outpatient Services and protect patient data privacy, each eligible Hong Kong residents can only make one episodic appointment and one follow-up appointment.

“18 CM Clinics” provides an additional means for the general public to make episodic appointments for Government Subsidised Services including general consultation and acupuncture. Since the provision of bone-setting/tui-na treatments varies amongst Chinese Medicine Clinics cum Training and Research Centres (CM Clinics), quota available for booking may vary. You may contact respective CM Clinics for enquiries if appointment could not be made via mobile app.


E. Civil Service Chinese Medicine Clinics

CSCMCs provide exclusive services to civil servants and other eligible persons. Please visit CSCMCs thematic webpage for information on target patients and service details of CSCMCs.

New appointment slots will be released for booking every working day when the respective clinics start to provide service.

If you choose “Search other session”, it implies you have given up the original timeslot offered to you, the system would search for available quota in other sessions on that day or the next working day. Please refer to the user guide video on CSCMCs thematic webpage for details.

You may cancel your appointment booked via mobile application on the “Appointment Details” page after inputting your personal information and “Booked Clinic” by using the “Enquiry” function; or by making a phone call to the concerned CSCMC within service hours. If your appointment is made via telephone hotline, please call the CSCMC concerned for cancellation of appointment.


F. The collection status of my medicines

After accessing “18 CM Clinics” mobile app, click “Medicines” tab at the bottom and find the “Collection status” icon. Once click it, you can view the real-time collection status of your medicines after inputting or scanning ticket number issued today. Besides, you will also receive a push notification on your mobile phone when your medicines are ready for collection. One can only retrieve information from “Collection status” page for ticket numbers issued on the same day. The computer system automatically clears the information at 00:00 midnight every day.

You may scan the barcode on the tickets / prescriptions or manually enter each of your ticket numbers to check the availability of medicines. You may enter up to 5 ticket numbers.

The information shown on “Collection status” page is real-time and refreshed every minute. The last refresh time is also shown in dispensing status list. In addition, you can also tap the “Refresh” button on the mobile app to manually update the status.

A notification will be sent to your device at night to remind you to collect the medicines within 4 working days if you have added the corresponding ticket number on “Collection status” page and haven’t collected your medicines.


G. General tips on the use of Chinese Medicines

After accessing “18 CM Clinics” mobile app, click “Medicines” tab at the bottom and find the “General tips” icon. Once click it, you can view some general tips on the use of Chinese Medicines like “Decoction Containers”, “Decoction Procedures”, “Special decoction method”, “Procedures for reconstitution of Chinese medicine granules” and “Notes for Medicine Collection” etc. Please refer to the user guide video on the CMK – 18 CM Clinics webpage for details.

The information in “General tips” page are the generally recommended procedures for preparing herbal decoction or reconstitution of Chinese medicine granules procedures. However, actual manipulation may vary due to the properties of the individual Chinese medicines and the patient’s clinical condition. Therefore, the instructions of the Chinese medicine practitioners and indications on the prescription should be followed in use of Chinese Medicines.


H. Special Arrangement for Tropical Cyclone Warning / “Extreme Condition” and Rainstorm Warning

Tropical Cyclone Warning Signal No. 8 or Above / “Extreme Condition”: Clinic service will be suspended while the warning signal or “extreme condition” is in force. Please refer to the service arrangement from websites of Chinese Medicine Clinics cum Training and Research Centres or HACMK website. Black Rainstorm Warning Signal If the Warning Signal is issued during clinic session, clinic service will be suspended while the warning signal is in force. However, clinic would take care of patients who have turned up. If the Warning Signal is issued before the clinic session, clinic will remain closed while the warning signal is in force. Patients with episodic diseases who have made their appointments of Government Subsidised Chinese Medicine Services, in case the attendance cannot be made because of the above situation, may make a new appointment when service is resumed via phone or this mobile app for booking the appointment in next clinic session / next working day if necessary. For patients with follow-up appointments of Government Subsidised Chinese Medicine Services but their attendance cannot be made due to the above situations, clinic staff will contact the patients for the rescheduling of appointment.
